Ghost hotel with no services at all

Pattaya isn't a nice city to visit in Thailand. It is by far the only place we absolutely hated (we loved the rest of our trip in the rest of Thailand though). We were there for a conference at the PEACH center. There is strictly nothing interesting in Pattaya itself by the way. The Pattaya Bay Hotel, in low season, has absolutely no costumers. We were the only one staying there at first. Then we saw two other people later in the week (who, when we talked to them in the elevator, regretted A LOT choosing this place too). Employees barely speaks english and don't even try to help when asking a question. They would not look at us and tried to escape! We didn't feel safe over there. They were looking at us as if they wanted to rob everything we had (and no, we are not paranoiacs :-) Screaming people (often) in front of the hotel in the middle of the night. Once we had a question, the employee wasn't behind the reception desk so we had to search everywhere in the hotel to try to find someone. We do NOT recommend that hotel to anyone. Plus, good luck trying to get a taxi that won't ask you 5 times the real price of the ride (they are the worst in Thailand, part of some group where even taxi-meter refuse to use the meter with foreigners). Impossible to bargain because they all do the same thing. Even the guy at the reception desk proposed to bring us to where we wanted to go and asked a ridiculous high price (and couldn't care less).
